Does the HIBI Program receive applications at any time of the year?

Yes.  Apply now.

Can I apply for HIBI outside of my employer’s open enrollment period?
Yes.  Employers must consider eligibility for HIBI as a qualifying event.  This law applies to all employers so that participants can enroll in group health insurance at any time of the year.  Eligibility for the HIBI Program makes it mandatory for employers to make enrollment options available to you from the first day you are eligible for HIBI until 60 days after.

I have access to employer-sponsored insurance but I am not yet enrolled.
You may still apply to the HIBI Program if you have not yet enrolled in your employer’s health benefits. Submit your application and supporting documents such as an employer insurance premium rate sheet.  You can get this information from your Human Resources department or benefits coordinator.  If you need assistance, HIBI can tell you what type of policy for which you may be eligible for.

When you are eligible for HIBI, your employer is required by law to enroll you in their benefits program—even if your employer’s open enrollment period has passed.

What if I am already enrolled in my employer’s health care plan?
If you or someone in your immediate family is already enrolled in an employer’s group health insurance and there is a Health First Colorado (Colorado’s Medicaid Program) dependent in your immediate family, the next step is to apply to HIBI.  Once the program has all information and documents needed, it will take up to 30 business days to send you a determination letter.
